A.

CALL MEETING TO ORDER

The Chief Administrative Officer calls the meeting to order and presides over the Organizational Meeting until the Reeve is appointed and sworn into office.

B.

VOTING PROCEDURES

Appointments of the Reeve and Deputy Reeve are conducted in accordance with the procedure established in section 25 of the Procedure Bylaw.

Appointments of members at large are also conducted in accordance with the procedure established in section 25 of Procedure Bylaw.

C.

APPOINTMENT OF SCRUTINEERS

The Chief Administrative Officer calls for the appointment of two scrutineers to tally ballots for any secret ballot elections held at the Organizational Meeting.

D.

APPOINTMENT OF THE REEVE

The appointment of the Reeve is determined by section 150 of the Municipal Government Act and section 14 of the Procedure Bylaw.

The Chief Administrative Officer calls for nominations for Reeve, and the Reeve is sworn in once appointed and presides over the remainder of the Organizational Meeting.

APPOINTMENT OF THE DEPUTY REEVE

The appointment of the Deputy Reeve is determined by section 152 of the Municipal Government Act and section 15 of the Procedure Bylaw.

The Reeve assumes the Chair and calls for nominations for Deputy Reeve, and the Deputy Reeve is sworn in once appointed.

ESTABLISH 2025 COUNCIL AND COMMITTEE MEETING DATES

The establishment of Council and committee meeting dates is determined by section 31 of the Boards and Committees Bylaw and section 17 of the Procedure Bylaw.

G.

APPOINTMENT OF INTERNAL BOARDS AND COMMITTEES

Legislative Services recommends that Council move into a closed session under section 17 and 19 of the Freedom of Information and Protection of Privacy Act if Council wishes to discuss the personal information contained in the member at large applications.

All appointments, including appointments determined by secret ballot, must be confirmed by resolution pursuant to section 185.1(2) of the Municipal Government Act and section 26 of the Procedure Bylaw.

Agricultural Service Board (ASB) / ALUS Partnership Advisory Committee (PAC)

Appointments to the Agricultural Service Board are determined by section 4 of the Agricultural Service Board Terms of Reference and appointments to the ALUS Partnership Advisory Committee are determined by sections 8 and 9 of the ALUS Partnership Advisory Committee Terms of Reference.

Members of the Agricultural Service Board cannot also be members of the Subdivision and Development Appeal Board / Enforcement Appeal Committee.

Appointments to the Assessment Review Board are determined by section 4 of the Assessment Review Board Bylaw. Members of the Assessment Review Board are not required to be residents of Rocky View County

Appointments to the Family and Community Support Services Board are determined by sections 9 and 10 of the Family and Community Support Services Board Bylaw.

Subdivision and Development Appeal Board (SDAB) / Enforcement Appeal Committee (EAC)

Appointments to the Subdivision and Development Appeal Board / Enforcement Appeal Committee are determined by section 12 of the Appeal and Review Panel Bylaw. 

Members of the Subdivision and Development Appeal Board / Enforcement Appeal Committee cannot also be members of the Agricultural Service Board.

Policy Review Advisory Committee

Council approved the creation of the Policy Review Advisory Committee on October 8, 2024; as such, the following appointments will be required in accordance with sections 7 and 8 of the Policy Review Advisory Committee Terms of Reference.

APPOINTMENT OF EXTERNAL BOARDS AND COMMITTEES

Legislative Services recommends that Council move into a closed session under section 19 and 21 of the Freedom of Information and Protection of Privacy Act if Council wishes to discuss the appointment of councillors to external boards and committees.

All appointments, including appointments determined by secret ballot, must be confirmed by resolution pursuant to section 185.1(2) of the Municipal Government Act and section 26 of the Procedure Bylaw

Calgary Metropolitan Region Board (CMRB)

Appointments to the Calgary Metropolitan Region Board are determined by section 2 of the Calgary Metropolitan Region Board Regulation.

Vacancies: one councillor and one alternate councillor

Term: one year

South Central Rural Municipalities of Alberta (SCRMA) District 2 Board

Appointments to the South Central Rural Municipalities of Alberta District 2 Board are determined by sections 2 and 3 of the South Central Rural Municipalities of Alberta District 2 Terms of Reference.

Vacancies: one councillor and one alternate councillor

Term: one year

Marigold Library System Board

Appointments to the Marigold Library System Board are determined by section 4 of the Libraries Act and sections 8 and 9 of the Marigold Library System Agreement.
