The Chief Administrative Officer calls the meeting to order and presides over the Organizational Meeting until the Reeve is appointed and sworn into office.

Appointments of the Reeve and Deputy Reeve are conducted in accordance with the procedure established in section 25 of the Procedure Bylaw.


Appointments of members at large are also conducted in accordance with the procedure established in section 25 of Procedure Bylaw.

The Chief Administrative Officer calls for the appointment of two scrutineers to tally ballots for any secret ballot elections held at the Organizational Meeting.

The appointment of the Reeve is determined by section 150 of the Municipal Government Act and section 14 of the Procedure Bylaw.


The Chief Administrative Officer calls for nominations for Reeve, and the Reeve is sworn in once appointed and presides over the remainder of the Organizational Meeting.

The appointment of the Deputy Reeve is determined by section 152 of the Municipal Government Act and section 15 of the Procedure Bylaw.


The Reeve assumes the Chair and calls for nominations for Deputy Reeve, and the Deputy Reeve is sworn in once appointed.

The establishment of Council and committee meeting dates is determined by section 31 of the Boards and Committees Bylaw and section 17 of the Procedure Bylaw.

Legislative Services recommends that Council move into a closed session under section 17 and 19 of the Freedom of Information and Protection of Privacy Act if Council wishes to discuss the personal information contained in the member at large applications.


All appointments, including appointments determined by secret ballot, must be confirmed by resolution pursuant to section 185.1(2) of the Municipal Government Act and section 26 of the Procedure Bylaw.

Appointments to the Agricultural Service Board are determined by section 4 of the Agricultural Service Board Terms of Reference and appointments to the ALUS Partnership Advisory Committee are determined by sections 8 and 9 of the ALUS Partnership Advisory Committee Terms of Reference.


Members of the Agricultural Service Board cannot also be members of the Subdivision and Development Appeal Board / Enforcement Appeal Committee.

Council approved the creation of the Policy Review Advisory Committee on October 8, 2024; as such, the following appointments will be required in accordance with sections 7 and 8 of the Policy Review Advisory Committee Terms of Reference.

Legislative Services recommends that Council move into a closed session under section 19 and 21 of the Freedom of Information and Protection of Privacy Act if Council wishes to discuss the appointment of councillors to external boards and committees.

Appointments to the Calgary Metropolitan Region Board are determined by section 2 of the Calgary Metropolitan Region Board Regulation.

Appointments to the South Central Rural Municipalities of Alberta District 2 Board are determined by sections 2 and 3 of the South Central Rural Municipalities of Alberta District 2 Terms of Reference.

Appointments to the Marigold Library System Board are determined by section 4 of the Libraries Act and sections 8 and 9 of the Marigold Library System Agreement.
